Factors for reducing Payment Exempted Persons among Individually Insured Persons of the NPS

Abstract

|
This study examined the factors of reducing Payment Exempted Persons among Individually Insured Persons of the National Pension Scheme(NPS) using data drawn from the National Pension DB. The main results are as follows. First, the direct cause of the recent decrease in the number of payment exempted persons was the change in insured status between payment exempted persons and excluded persons. Second, policy measures for those excluded from the NPS were not a direct factor that led to the recent trend change, but they have consistently reduced the number of payment exempted persons. Third, many payment-exempted persons did not have a history of contributions, but the number was continuously decreasing. Fourth, the change in the demographic structure did not directly affect the reduction of payment exempted persons.
Based on this perspective, this paper suggests four solutions. First, New indicators should be developed to identify the blind spots of the NPS. Second, the category of the insured persons of the NPS needs to be reformed. Third, it is necessary to improve the management of insured persons of the NPS. Fourth, support for low-income workplace-based insured persons should be expanded.
